Executive Summary

 

 

The Woodbridge Township School District Technology Plan is designed to give direction for the infusion of technology and information literacy into the curriculum content areas of the district’s long-range educational plan. This school district is committed to engaging all members of the community in the process of providing a learning environment that fosters interdependence, embraces change, and values diversity.  Our mission is to develop, through a technology infused curriculum, life long learners who are prepared to enter the global society.

 

We believe that the mastery of technology and information literacy skills, completion of the core curriculum standards, and knowledge of the technological tools necessary to survive in the 21st century, will prepare our graduates for global citizenry. The goals set forth in our plan are:

 

 Goal 1: The Woodbridge Township School District will provide students with equal opportunity to access, evaluate, synthesize and communicate information in all formats; thus ensuring that students will attain the educational technology and information literacy skills necessary to achieve the Core Curriculum Content Standards and to succeed in the workplace of the 21st century.

 

Goal 2: The Woodbridge Township School District will provide every opportunity for students to practice responsible use of information, software and technology systems; while ensuring that students understand the ethical, cultural, and societal issues related to technology.

 

Goal 3: The Woodbridge Township School District will integrate and monitor technological resources into the curriculum wherever it is appropriate to ensure student and staff proficiency in the use of technology.

 

Goal 4: The Woodbridge Township School District and the Woodbridge Municipal Government, will provide students, teachers and administrators with equal opportunity to use technology resources to enhance learning and creativity, decision making, and problem solving, by making technology accessible in all learning environments, including classrooms, media centers, and other educational settings such as public libraries and community centers.

 

Goal 5. The Woodbridge Township School District will continue to offer ongoing technology staff development and training opportunities for faculty and staff to enhance student achievement in the Core Curriculum Content Standards.

 

Goal 6. The Woodbridge Township School District and the Woodbridge Municipal Government will maintain and enhance the established technology infrastructure necessary for students and educators to access electronic information and to communicate freely via technology in order to ensure that the technology plan goals can be met.

 

Entering into partnerships with the municipal government and our education, business and corporate neighbors to fund our technology plan has provided an efficient and cost effective means to reach these goals.  In the New Jersey Department of the Treasury Local Government Budget Review conducted in the Woodbridge Township School District in the fall of 2001, the Woodbridge Township School District was commended for the implementation of Tech 2000 (now being called 21st Century Technology).  An excerpt from that review states:

 

Township and school district officials are commended for the Tech 2000 implementation to date. Our interviews indicate that the project has very competent and enthusiastic management.  To date, the technology infrastructure has been thoughtfully planned and implemented with quality standards. Since the Tech 2000 goal of wiring all classrooms and installing about 1, 000 computers has yet to be achieved, the ultimate success of this shared services project is dependent upon adequate funding by the respective parties. While the review team was impressed with the infrastructure installation and the accomplishments to date, the fact remains that the Tech 2000 network generally has not yet reached the classroom level.   (Page 25 of audit).  

 

 

Since the fall of 2001, when the Local Government Budget Review was conducted, the total number of computers installed through our 21st Century Technology initiative is 2201 desktops and 183 laptops. Of that number, 2064 desktops and 145 laptops have been installed in classrooms. Network access has been expanded from the original points of the Library Media Centers and high school business labs to include 4 additional wireless elementary schools, 1 totally wireless middle school, and 5 secondary schools with various wireless access points as directed by central office and building administrators.

Technology Vision Statement

 

 

It is the vision of the Woodbridge Township School District that all students have access to the learning benefits that can accrue from the application of technology and distance learning in the educational process.  We believe that for students to become productive members of society, a quality education must include mastery of technology and information literacy skills, completion of the core curriculum standards, and knowledge of the tools necessary to survive in the 21st Century.

The Woodbridge Township School District Administration and Board of Education believes that technology and information are commodities that are intrinsic and essential to our way of life.  Our mission is to develop an efficient, cost-effective plan for the infusion of information literacy skills and the continued use of the latest technology in all learning environments of the district’s educational program so that we may:

Network Capacity

 

Woodbridge Township School District continues to move forward vigorously to infuse educational technology in the instructional process with emphasis on student achievement of the New Jersey Core Curriculum Content Standards. Our continuing mission is the delivery of voice, video, and data so that all 28 school buildings have the opportunity to share curricular offerings, ongoing projects and programs, and professional development opportunities.  The building of this network is to expand the scope, quality, richness and diversity of curricula in all our schools and contribute to the redefining of teaching and learning in our district.

Woodbridge partners with Verizon in a grant program called Access New Jersey.  This $150 million program has enabled us to link all 28 school buildings to deliver an advanced telecommunications network. The program offers the following:

Ø     28 ATM (Asynchronous Transfer Mode) – which creates a fixed channel and route between our 28 school locations.  The capacity is 1.5 mbps (millions of bytes per second) per school.

Ø     OC3 (speed of our fiber optic line – Optical Carrier – 155.52 mbps). Digital Transmission Service.  Leased data circuit for our connection to the Internet for 28 school buildings

Ø     Free customer premise equipment that allows us to subscribe to Access New Jersey so we can connect to the high-speed network

Ø     Eligibility for federal Universal Service Fund subsidies in addition to the special Access New Jersey pricing

The high-speed network has enabled us to infuse current information technologies into our learning environments.  This includes Internet, Intranet, shared files, shared databases, e-mail, web hosting and specialized applications shared throughout the district.  It has improved the education process for our students, teachers, staff and parents.

The Woodbridge Board of Education has created a Technology Committee to work with the District Tech Team and Central Administration in setting goals and direction. The Tech Team has maintained a 98% + uptime of all services and connections.

 

We maintain a Help Desk that is manned Monday to Friday during school hours. The web-based Help Desk software allows end users to submit queries via email directly to the help desk operator 24/7.

 

There is a central receiving, workbench facility located at the Evergreen Center, formerly School #17.  At this facility, we are able to stage, test, image and deploy, technology that is infused throughout the district.  Our

Woodbridge Township inter-local shared technology partners engage in desktop integration, engineering tasks, and management of projects, network and server administration to offer additional technical support to our district students and personnel.

 

 

 

 

 

Technology Maintenance
Policy and Plans

 

 

 

 

Currently the Woodbridge Township School District’s Tech Team maintains the district technology inventory.  (See Table on p. 11)  Line item accounts have been set into the school district budget to maintain and support Internet Access, SIS/budget programs, transportation routing software, specialized software, Library Automation system, subscription databases for both administration and classroom use, telecommunications, network maintenance, supplies and repairs. Our inter-local shared service partners are responsible for systems administration, database administration, web-server administration (email, Internet, Intranet, and filtering) and project management.

 

Over the 2004 - 2007 period, the Woodbridge Township School District plans to increase our wireless presence at all schools and to add technology infused language labs to the High Schools. The network infrastructure bandwidth will need to be increased at our secondary schools due to the growth of technology in each of these buildings.

 

It is anticipated that the school district and our inter-local technology partner will maintain separate budget accounts as put forth in the Funding Plan for 2004 – 2007 (see page 87.)  All core applications, including productivity, connectivity, services and Operating Systems, are installed pursuant to licensing requirements.

 

 

 

 

 

 

 



Telecommunications Services

Facilities Infrastructure

 


The facilities infrastructure includes:

Ø     All 28 school buildings contain a dedicated network room that houses a network cabinet containing: UPS, Server and various network communication equipment

Ø     All hardwiring and wireless connectivity come back to this main location for network access

Ø     All areas are air-conditioned and securely located in administrative areas

Ø     Cisco routers are located at all 28 locations.  These routers forward data to our main data center at Woodbridge Town Hall.  The family of Cisco routers range from 10/BaseT, 10/100BaseT Ethernet ports with performance up to 20 Kpps.

Ø     Cisco layer 2 & 3 switches.  Ethernet-based switches that provide basic connectivity for network access and backbone applications.

Ø     Switches in: High Schools – 22, Middle Schools – 19, Elementary Schools – 39

Ø     Elementary Schools – The majority of the Elementary Schools are running at less than 5% of the total bandwidth available (T1 1.54 mb)

Ø     Middle Schools – are running less than 10% of the total bandwidth available (T1 1.54 mb)

Ø     High Schools – have 2 T1’s that are used for load balancing.  Utilization average is about 20% of the bandwidth 1.54 x 2 = 3.08

 

 

 

 

PLAN FOR REPLACING OBSOLETE COMPUTERS

 

 

 

 

 

 

The Tech Team strives to maintain and refresh the technology inventory. To this end, we have in place a refreshment program to upgrade and/or replace aging workstations, and to deploy new workstations to increase the infusion of technology into the educational areas. By the end of the year 2007, we expect approximately 500 obsolete workstations will be replaced with newer units, and we will add approximately 300 new workstations.

 

 

Our refreshment guidelines are:

 

Ø     A computer will be considered obsolete when the highest revision of an Operating System it can run is no longer supported by the manufacturer or;

 

Ø     A computer will be considered obsolete when it can no longer run the required applications with reasonable performance or;

 

Ø     A computer will be considered obsolete when the cost of repairs exceeds 1/3 of its replacement cost.

 

 

 

 

 

 

 

 

 

Technology and the Curriculum

 

 

Our schools must meet the requirements of living, learning and working in a changing world. Successful participation in the Information Age requires substantially higher levels of information and technology literacy. Traditional methods of education are no longer sufficient in preparing graduates for economic survival and success in the workplace. Through the use of technology, we can effectively enhance the learning of curriculum content and involve students as real researchers, solving real problems. We must teach students methods for doing real research and strategies for solving real problems while using tools that will enhance collaboration, communication, and student achievement.  Electronic technologies have and will continue to have a significant role and impact on learning in our schools. The following examples indicate how technology can enhance learning and contribute to the achievement of Core Curriculum standards:

 

In all content areas students are able to:

ü      Utilize the school media center to learn information literacy skills.

ü      Conduct electronic research.

ü      Use a variety of technological and information resources to gather and synthesize information, and create and communicate knowledge.

ü      Master navigational strategies by performing Web searches.

ü      Use digital cameras and scanners.

ü      Create and present multimedia presentations.

ü      Videotape projects for the district television channel.

ü      Post projects on district, school, or class web sites.

ü      Design electronic portfolios.

ü     Design district, school, or class web sites.

 

 

In Science and Math students are able to:

ü      Conduct calculator-based laboratories to gather, analyze, and present data.

ü      Use calculators from Kindergarten through calculus in problem solving situations.

ü      Record, analyze and report data using computer technology.

ü      Solve algebraic problems by working with graphing calculators or computers.

ü      Make hypotheses about mathematic and scientific relationships by using computer software to generate and analyze data.

ü      Use interactive computer software to extend classroom teaching whenever possible.

ü      Interact in national databases to share, analyze and present data with/to other secondary schools.

In Language Arts students are able to:

ü      Use electronic-publishing software to write and illustrate original stories, essays, poems, notes, and letters (both individual and collaborative.)

ü      Use concept-mapping software to create webs.

ü      Construct web outlines.

ü      Create and present PowerPoint presentations using large screen projectors.

ü      Videotape projects for district television channel.

ü      Plan electronic meetings with authors.

ü      Use bulletin boards for book reviews literary characters, poems, figurative language, etc.

ü       Post projects on district, school, or class web sites.

ü       Use electronic software to create concept maps (i.e. Inspiration/Kidspiration.)

ü       Establish an interactive discussion forum for students and teachers discuss literature, share writing, and take part in joint projects with other district schools.

 

 

In the Arts students are able to:

ü      Study art history on virtual field trips by accessing thousands of art works stored electronic media.

ü      Create and record original compositions via computer.

In Social Studies students are able to:

ü      Access local, county, state and national government websites to find the names, pictures and initiatives of local, county state, and national elected officials.

ü      Access New Jersey history websites for information and grade appropriate student activities.

ü      Visit museum websites across the nation and globe to locate artifacts, paintings, and sculptures to enrich the study of historic events and cultures.

ü      Visit national websites to compare social, economic, political institutions to New Jersey and the United States.

ü      Visit a variety of media websites to compare and contrast how they report the same news item.

ü      Apply economic concepts as they participate and compete in the Stock Market Game.

ü      Utilize websites to conduct service-learning projects.

ü      Send electronic informational postcards to schools around the globe to share and compare lifestyles, history, climate, and environments.

ü      Utilize primary sources, available on electronic websites, while conducting research.

 

 

 

 

 

In World Language students (including ESL) are able to:

Woodbridge Township School District Technology Goals

2004 - 2007

 

 

Goal 1: The Woodbridge Township School District will provide students with equal opportunity to access, evaluate, synthesize and communicate information in all formats; thus ensuring that students will attain the educational technology and information literacy skills necessary to achieve the Core Curriculum Content Standards and to succeed in the workplace of the 21st century.

 

Goal 2: The Woodbridge Township School District will provide every opportunity for students to practice responsible use of information, software and technology systems; while ensuring that students understand the ethical, cultural, and societal issues related to technology.

 

Goal 3: The Woodbridge Township School District will integrate and monitor technological resources into the curriculum wherever it is appropriate to ensure student and staff proficiency in the use of technology.

 

Goal 4: The Woodbridge Township School District and the Woodbridge Municipal Government, will provide students, teachers and administrators with equal opportunity to use technology resources to enhance learning and creativity, decision making, and problem solving, by making technology accessible in all learning environments, including classrooms, media centers, and other educational settings such as public libraries and community centers.

 

Goal 5. The Woodbridge Township School District will continue to offer ongoing technology staff development and training opportunities for faculty and staff to enhance student achievement in the Core Curriculum Content Standards.

 

Goal 6. The Woodbridge Township School District and the Woodbridge Municipal Government will maintain and enhance the established technology infrastructure necessary for students and educators to access electronic information and to communicate freely via technology in order to ensure that the technology plan goals can be met.

Goal 5. The Woodbridge Township School District will continue to offer ongoing technology staff development and training opportunities for faculty and staff to enhance student achievement in the Core Curriculum Content Standards.

 

 

The International Society for Technology Education (ISTE) has set national standards for students, teachers, and administrators. These standards define the fundamental concepts, knowledge, and skills for applying technology in educational settings. Based on those standards, the Woodbridge Township School District has set the following standards for its teachers and administrators:

 

 

  1. Teachers and administrators will be able to demonstrate a sound understanding of technology operations and concepts.

 

  1. Teachers and administrators will be able to plan and design effective learning environments and experiences supported by technology.

 

  1. Teachers and administrators will be able to implement curriculum plans that include methods and strategies for applying technology to maximize student learning.

 

  1. Teachers and administrators will be able to use technology to enhance their productivity and professional practice.

 

  1. Teachers and administrators will understand the social, ethical, legal, and human issues surrounding the use of technology in K-12 schools and apply those principles in practice.

 

 

 

 

The Woodbridge Township School District believes it is the responsibility of Central Office administration to offer professional development to all staff in order to ensure these standards are met. Based on research set forth by ISTE and the Mid-Atlantic Regional Technology in Education Consortium (MAR-TEC), and observations from faculty, staff and administrators, we offer the following professional development courses and/or workshops on an annual basis:

 

 

Ø      Fall Professional Development Academy: which includes a variety of 2 – 10 hour technology “how – to” courses.

 

Ø      Spring Professional Development Academy: which includes a variety of 2 – 10 hour “how – to” technology courses.

 

Ø      Tech Time: which offers an extensive 10 – 12 hour academy of technology application and integration courses whenever the demand arises from a particular group of teachers, grade level, subject area or building.

 

Ø     Summer Tech Academy: A weeklong academy of intense 5 hour courses covering both technology application and integration in each course; courses are offered at the beginner, intermediate and advanced levels.

 

Ø     ETTC:  classes offered on an “as-needed” basis.  This is for courses we may not be able to offer through our personnel.

 

Ø      NJELITE: Central Office and building administrators have been encouraged to take this 3-day course offered by NJPSA each summer. At the conclusion of this summer’s program approximately 90% of our administrators will have completed this training.

 

Ø     New Horizon: classes offered on an “as-needed” basis; generally specific staff members are targeted for these courses (front office, field techs, computer liaisons, etc.)

 

Ø      Berkeley College: classes offered on an “as-needed” basis; again, this is for courses we may not be able to offer through our personnel.

 

Ø      Turnkey workshops in every building: to meet the needs of the faculty and staff as they arise.

 

In completing the previous District Technology Plan, the NJ Department of Education put out an ETTC “Can-do Techlist” that was used to determine teacher technology proficiency. We found the list to be an easy to use assessment to plan our professional development. Based on those categories, we estimate approximately 1/5 of our staff has reached Master/Advanced level, 3/5 are at the Intermediate level and 1/5 at the Beginner level. One obvious observation made during these last 7 years, is that faculty who use technology on a daily basis have reached the Advanced/Mastery level first.     In order to describe teacher proficiency in the use of technology we will continued to use the following ETTC Proficiency Levels:

    Section I: Can the teachers in your school or district do ALL of the following?

  1. Turn computer on, use a mouse, and launch a program.
  2. Create, edit, format, save, and print text in a word processing program.
  3. Use draw tools to create original graphics.
  4. Manage classroom computers and peripherals including accessing control panels, selecting printers, installing and uninstalling software, and performing basic troubleshooting.
  5. Create a word document using proper page setup, tabs, tables, clip art, borders, and symbols.
  6. Model and teach ethical and legal practices regarding the use of technology and information. (ISTE VI-6)
  7. Navigate the Internet using browsers, email, search engines, bookmarking, and Internet citations for bibliographies.
  8. Design a spreadsheet using proper format, data entry, simple formulas, and graphs.
  9. Create, define, and sort a database file.
  10. Create a multimedia presentation, which includes text, clipart, and special effects.
  11. Understand learning styles, multiple intelligences, and authentic assessment and how these contribute to the design of technology-supported, problem-based learning activities in today's classroom.

      Teachers who cannot do ALL of the above would be considered to be at the ETTC Beginner Level.

 

    Section II: Can the teachers who can do all of the above also do ALL of the following?

  1. Incorporate bullets, numbering, headers, footers, shortcuts, and mail merge into a word processing document.
  2. Manipulate images captured by a scanner and digital camera.
  3. Incorporate sound, video, graphics, animations, and hyperlinks into a multimedia presentation.
  4. Make use of assistive technologies (hardware and software) and obtain resources from the Web.
  5. Use draw and paint tools for grouping, ungrouping, and layering, and to modify text and clip art.
  6. Create a spreadsheet that employs formulas, complex layouts, and graphs.  
  7. Create a database that includes complex queries, forms, and reports.   
  8. Use the Internet to find, design, and post-online projects.  
  9. Create, edit, and post a Web page with attention to copyright issues.

  4. Design and use spreadsheets that incorporate complex formulas and functions, absolute cells, and chart functions.
  5. Design and use relational databases.

  7. Use desktop conferencing, ITV, and satellite programming to enhance the curriculum.  
  8. Create and design a Web site that incorporates links, tables, and graphics.
  9. Design lessons that include student-created projects and rubrics for assessment.
  10. Function as a peer coach and district leader to assist others in the infusion of all available technologies outlined in the district technology plan.

   Teachers who cannot do ALL of Section III would be considered to be at the ETTC Advanced Level.

Goal 6. The Woodbridge Township School District and the Woodbridge Municipal Government will maintain and enhance the established technology infrastructure necessary for students, parents, and educators to access electronic information and to communicate freely via technology in order to ensure that the technology plan goals can be met.

 

Communicating with students, parents, faculty and the community in general remains a top priority in the Woodbridge Township School District.  To that end we have developed an inter-local community television services agreement in addition to our inter-local technology services agreement.

 

Woodbridge Township Television channel 35/36 is operated by the Woodbridge Township School District in cooperation with the municipal government.  The facility is located in the Woodbridge Township Municipal Building and is an integral part of the Woodbridge Township 21st Century Technology initiative.  The channel serves as a public information access tool, as well as an advocacy tool, for students, faculty, parents and the community in general.  We use a bulletin board to disseminate school notices, calendars, lunch menus, activity schedules, parent meetings, etc. from all 24 district schools, as well as the Central Office Administration offices.  The Community Relations Specialist/Website Coordinator is a member of the Woodbridge Township Cable Commission and is involved in all aspects of broadcasting educational technology.

 

Another means of communicating with this same audience is through the Woodbridge Township School District Web Site.  This site is linked to all 24 schools so we are able to disseminate information, in bullet format, in a very timely fashion.  We use this site to announce emergency schedule changes, pertinent information, and activity schedules.   In addition, we are hoping to provide direct links to the remote access subscription services and programs provided to our students from our library and centers and classrooms.

 

There are also weekly broadcasts of original programming as well as commercially produced education orientated productions.   Programs cover a wide variety of topic of interest to all in the community.

 

By the end of 2005:

 

1.      Parents, students and staff not having access to technology in their home may access electronic information and communication at the following municipal sponsored and maintained computer labs:

a.      Campus of Learners – available at the Woodbridge Township Housing Authority

b.      Woodbridge Township Community Center Computer Lab

c.      Woodbridge Township Public Libraries

 

2.      Emergency closings, delayed openings, and early dismissals will be posted on the district web page and communicated via TV35/36 shared service inter-local.

 

3.      Students and parents will be able to obtain information via district information hotlines, i.e. homework hotlines, world language hotlines.

 

4.      Parents, students and staff will be able to have remote access to electronic subscription databases and special web-based programs (i.e. Skills Tutor)

 

5.      Administration and selected personnel will explore SIS/budget software programs to replace the current system.

 

6.      Aesop (Automated Educational Substitute Operator Program), a substitute acquisition program, will be in effect; it will allow employees to register absences automatically over the telephone or through a web site, then qualified substitutes are able to fill those absences automatically by calling into the system or by logging onto the web site.

 

7.      Five additional elementary schools will be equipped with wireless capabilities.

 

 

 

By the end of 2006:                                       

 

8.      Parents will be able to communicate electronically with faculty and administrators via an electronic interchange (i.e. E-Boards or other electronic communication software programs.)

 

9.      Administration, with input from selected personnel, will select a SIS/budget software program to replace the current system

 

10.   Implement a new transportation routing software program that will allow coordination of routes for the students transported to schools in-district and out-of-district.

 

11.    Five additional elementary schools will be equipped with wireless capabilities.

 

 

By the end of 2007:

 

12.   Digital Video Comprehensive security and surveillance will be explored for faculty, staff and student safety.

 

13.   The new SIS/budget software program will be in operation.

 

14.   Woodbridge Township School District personnel and our inter-local partners will have explored any grant opportunities to augment the growth of our technology initiatives.

 

15.   Five middle schools will be equipped with wireless capabilities.

Evaluation Plan

 

 

 

The education goals, Goals 1 – 5, will be evaluated by the school district’s elementary, middle school and high school task forces, the Professional Development Committee, the Assistant Superintendent, Principals, Supervisors and Department Heads. The Central Office Leadership Team (COLT) will evaluate funding, and the infrastructure (Goal 6) will be under the direction of the COLT and the district technology team. These evaluations will provide an ongoing review that will drive any changes and/or adjustments that may be necessary over the 2004 – 2007 school years. Using the Task Forces, COLT, curriculum and building leaders ensure that assessment and evaluation will be from a whole-school perspective.

 

The leadership team of the Woodbridge Township School District continuously evaluates instructional activities to ensure the effective integration of technology. Throughout the 2004 – 2007 school years we will continue to meet with parents, staff and students to evaluate our course offerings and our professional development opportunities to ensure increased technology proficiency for all staff and students.
